Behavioral Health Information Technology (BHIT) USCDI+ Pilot

The Opportunity

HEALTHe Insights identified a federal opportunity to advance behavioral health interoperability and brought it to Delaware behavioral health leadership. We led much of the application development and worked collaboratively with DSAMH leadership to finalize the submission.

Delaware was selected to participate in the national BHIT interoperability pilot, using DTRN360 to test emerging behavioral health data standards in real-world provider workflows.

HEALTHe Insights’ Role

Following the award, HEALTHe Insights served as a strategic and implementation partner, helping state leaders, providers, technology partners, and the federal pilot team translate program requirements into practical implementation.

Our Approach

• Provided project management and implementation support across participating organizations and partners.
• Helped translate federal pilot requirements into practical provider, workflow, and technology activities.
• Supported behavioral health providers with limited internal technology resources as they worked with their EHR vendors on interface requirements, scope, contracting, and implementation.
• Helped providers review and clarify vendor proposals, including identifying opportunities to reduce proposed interface costs where appropriate.
• Supported navigation of State contracting, technology governance, privacy, consent, and administrative processes required to keep the time-sensitive initiative moving.
• Shared Delaware’s implementation experience within the national pilot learning environment to contribute practical lessons about behavioral health interoperability.

The Outcome

The initiative positioned Delaware to test emerging behavioral health data standards through existing statewide care coordination infrastructure while generating practical lessons about provider readiness, workflow integration, contracting, privacy, governance, and implementation.
